Geoff is a licensed attorney and serves as ERC’s Chief Legal Officer. In that capacity, he attends public meetings of the Schools and Libraries Committee, monitors the legislative scheme governing the Schools and Libraries Program of the Universal Service Fund to ensure compliance, and analyzes how proposed changes to the Program may ultimately impact ERC’s clients.
In addition, Geoff assists in providing day-to-day operational support. Prior to joining ERC, Geoff worked as an attorney providing guidance and advice to Boards of Education throughout the State of New Jersey, and as a litigator specializing in labor and employment issues.
Michael Deusinger is ERC's Program Compliance Manager. Prior to that, Michael worked with the Schools and Libraries Division of USAC for over 18 years. In that capacity, Michael was responsible for the daily management of multiple heightened scrutiny review processes, including selective and special compliance reviews. Michael is a certified fraud examiner and a subject matter expert in the area of competitive bidding and procurement.
In addition, Michael was instrumental in developing heightened scrutiny review procedures and investigative techniques used by USAC to this day. Furthermore, he has vast knowledge of all aspects of the E-Rate Program, including Program Integrity Assurance review, invoice review, and post-commitment appeals and related processes.
Jose Diaz also serves as a Program Compliance Manager for ERC. He previously worked with the Schools and Libraries Division (SLD) of USAC for 20 years. Jose has reviewed thousands of appeals filed by Applicants, Service Providers, Consultants, and Attorneys with a focus on high-dollar, multifaceted compliance issues.
Jose also has substantial programmatic expertise analyzing and strategizing responses to Commitment Adjustment Letters (CAL); Recovery of Improperly Disbursed Funds (RIDF); Demand Payment Letters (DPL); Red Light Status Letters; Funding Commitment Decision Letters (FCDLs) resulting in denials or reductions; and USAC Payment Quality Assurance (PQA) audits.
Rachel Motyl is ERC’s Operations Manager. Rachel manages the day-to-day operational aspects of the application cycle, which includes client relations, policy and process review, data management and maintenance, service provider invoice review and reconciliation, discount rate calculation, FCC Form preparation and submission, and records retention. Prior to joining ERC, Rachel worked as a paralegal for eight years servicing the legal needs of school districts throughout New Jersey.
